TRAI’s New Spam Call Rules 2026: What Indian Mobile Users Should Know

TRAI has notified new rules against spam calls, with AI-based detection, tougher action on repeat senders and a consumer appeal process. Here is what changes.

A call about a loan, a credit card or an insurance plan, just when you sit down for dinner. Almost every mobile user in India knows this. On 18 September 2026, the telecom regulator TRAI announced new TRAI spam call rules to deal with exactly this problem. Here is what changes for you, in plain words.

What Are the New TRAI Spam Call Rules?

The rules make telecom companies, businesses and calling apps more responsible for unwanted sales calls and messages. In short:

  • Spam numbers will be spotted by AI. Mobile companies must use smart detection tools to find numbers that are very likely to be spammers, and share this with each other.
  • Repeat spammers face tougher action. If one sender keeps getting flagged, the sender can be asked to verify identity again, lose outgoing calls, and in repeat cases lose the connections altogether.
  • Fewer complaints are needed. Action can begin after three different people complain within ten days, if the number is also flagged by the company’s detection system. Earlier, five complaints were needed.
  • Robot calls must be declared. Businesses using software to make calls, or recorded and computer-made voices, must tell their mobile company in advance.
  • Calling apps get limits. Apps like Truecaller cannot automatically mark or block calls from certain official number series.
  • You can appeal. If you feel your spam complaint was closed wrongly, you can ask for it to be looked at again.

Why This Matters to You

Spam calls are not just irritating. Many of them lead to fraud, and one careless conversation can cost you your savings. Until now, action usually depended on people reporting a number, and a spammer could simply switch to a new SIM. The new rules look at the sender behind the numbers, so changing SIM cards will not help as easily.

The rules also try to protect genuine calls. Banks, insurers and government offices use special number series, and wrongly marking those calls as spam could make people miss important messages. How well this balance works will be clear only once the rules are actually enforced.

What Happens to Spammers

When one mobile company flags a suspicious number, it must pass the details to the other company within two hours. If five or more numbers of the same sender are flagged within ten days, action begins. At first this can mean identity re-checks and a ban on outgoing calls. A first violation can mean outgoing services are stopped on all the sender’s connections for 15 days. For repeat violations, all connections can be cut for one year and the sender blacklisted.

Your complaint still matters. Three or more different complaints in ten days, together with the company’s own flag, can start action. So reporting a spam call really does help.

Calling Apps and Special Number Series

Apps that show who is calling and let you tag unknown numbers can no longer automatically block or tag calls from numbers starting with 140, 1600 or 1601. These are official series. The 140 series is used for regulated promotional calls, while 1600 and 1601 are used for service messages such as bank alerts or bill reminders. You can still block any number on your own phone whenever you want.

Please do not relax just because a call comes from one of these series. Never share an OTP, PIN or card details on a phone call, whatever number it seems to come from.

Robot Calls and Automated Calls

Many sales calls today are started by software and not by a person. Under the new rules, any business using such calls, including recorded or computer-generated voices, must declare it to its mobile company beforehand. Calls made without this declaration will be treated as spam. There is a small charge between mobile companies to discourage misuse, but this is not a new fee for you.

Other Changes You Will Notice

  • After you enquire: if you ask a business about a product, it can contact you for sales only for seven days from your enquiry.
  • Old permissions: a business can use earlier consent only if it can show proof and has registered it with the mobile companies.
  • Misused message senders: a sender name or message format that is misused must be suspended within six hours of being noticed.
  • BLOCK PROMO option: sending BLOCK PROMO to 1909 stops promotional calls and messages, but you still get bank, service and government messages.

When Will the Rules Start?

The rules come into force in stages. Most start about a month after official publication, and a few follow after 60 or 90 days. Dates can differ for each feature, so watch for messages from your mobile company about when each one reaches you.

What You Can Do Right Now

  1. Register your choice by calling or messaging 1909, or use the TRAI DND app or your operator’s app. If you want to stop sales calls but still get bank alerts, choose BLOCK PROMO.
  2. Report every unwanted sales call or message through the DND app, your operator’s app or 1909. Repeat reports against the same caller now carry more weight.
  3. Note the number, date and time of the call, so you can explain it clearly if you need to follow up.
  4. If your complaint was closed without a proper answer, appeal within 15 days using the same way you complained.
  5. Never share OTPs, PINs, CVV numbers or passwords on a call, and do not install apps or click links sent by unknown callers.
  6. Use the block and filter options on your own phone for numbers you do not want to hear from.

Frequently Asked Questions

What are the new TRAI spam call rules?

They are amendments notified by TRAI on 18 September 2026. They bring AI-based spam detection, quicker action against repeat senders, rules for automated calls, limits on calling apps and an appeal option for consumers.

Can spam callers lose their phone connections?

Yes. If five or more numbers of one sender are flagged within ten days, mobile companies can begin step-by-step action. A first violation can mean outgoing calls stopped for 15 days, and repeat violations can mean disconnection for one year.

Can Truecaller or similar apps still block calls?

They can no longer automatically tag or block calls from official number series such as 140, 1600 and 1601. You can still block or filter any number on your own phone.

How do I stop sales calls but keep bank alerts?

Send BLOCK PROMO to 1909. This stops promotional calls and messages, but you will still get service messages, bank alerts and government messages.

What if my spam complaint is closed without a proper answer?

You can appeal within 15 days. Use the TRAI DND app, your operator’s app or portal, or call or message 1909.
